摘要
“强省会”建设是各省围绕一定的经济社会发展目标和空间治理要求,运用一系列行政或经济手段扩大省会城市规模、促进经济增长、实现高质量发展的系统举措,在提升省会城市首位度、发挥资源集聚优势、实现区域均衡方面具有积极意义。行政区划作为国家权力和行政体制的空间投影,对其进行合理调整是各省推进“强省会”建设的重要手段。从行政区划设置与“强省会”建设的互动关系来看,优化行政区划设置的目标指向、实质内容、时代背景,为“强省会”建设提供了明确的功能预期,表现为促进区域协调发展、保障经济健康增长、加快公共治理创新。现阶段的“强省会”建设呈现四类优化行政区划设置的实践形态,即向上争取国家级新区、向下整合县级行政单元、对内完善市辖区空间结构、对外推动都市圈和城市群协同发展。根据区域协调发展和省域治理现代化的内在需求,推进新时期的“强省会”建设,应基于城镇化发展规律统筹行政区划改革,坚持政区规模扩展与发展质量提升相结合,以高效能空间治理切实增强人民群众幸福感。
The construction of“empowering provincial capital”is a systematic strategy for provinces in China to expand the size of their capital cities,which can promote economic growth and achieve high-quality development by using a series of administrative or economic means relevant to certain economic and social development goals and space governance requirements.It is of positive significance in promoting urban primacy index of provincial capital cities,giving play to the advantages of resource agglomeration and achieving regional balance.As the spatial projection of national power and administrative system,the reasonable adjustment of administrative division is an important means for provinces to promote the construction of“empowering provincial capital”.From the interactive relationship between the setting of administrative divisions and the construction of“empowering provincial capital”,the goal orientation,substantive content and era background of optimizing the setting of administrative divisions provide a clear functional expectation for the construction of“empowering provincial capital”,which is reflected in promoting the coordinated development of regions and ensuring the healthy growth of the economy and accelerating the innovation of public governance.At the current stage,the construction of“empowering provincial capital”presents four practical forms of optimizing the setting of administrative divisions,namely,striving for national new areas upward,integrating county-level units downward,improving the spatial structure of municipal districts internally,and promoting the coordinated development of metropolitan areas and urban agglomerations externally.According to the inherent needs of regional coordinated development and the modernization of provincial governance to promote the construction of“empowering provincial capital”in the new era,we should make overall planning for the reform of administrative divisions based on the law of urbanization development,adhere to the combination of th
