摘要
高质量发展是全面建设社会主义现代化国家的首要任务,也是我国城市群建设的首要任务。结合成熟城市群的基本特征,从创新、协调、绿色、开放、共享五大维度出发,根据城市群高质量发展的相关测度指标,识别出当前我国城市群存在国际竞争力和影响力有待提升,发展不平衡、不充分等问题。针对这些问题,结合19个城市群在地理位置、资源禀赋、要素条件和发育程度等方面的差异性,未来应加大对城市群高质量发展的支持和顶层设计,合理布局和均衡发展各城市群,以中心城市与都市圈建设作为城市群高质量发展的抓手,优化城市群内部城市体系结构与布局,将新发展理念贯穿于城市群规划、建设和治理之中,切实增强城市群的科学规划、高效建设和精准治理。
High-quality development is the primary task of building a modern socialist country in all aspects,and also the primary task in the construction of urban agglomerations in China.Taking into consideration the basic characteristics of mature urban agglomerations,on the basis of the five dimensions of innovation,coordination,green,openness and inclusiveness,and according to the relevant measurement indexes of high-quality development of urban agglomerations,we can see that the international competitiveness and influence of China’s urban agglomerations need to be improved,and their development is unbalanced and insufficient.In view of these problems and the differences of the 19 urban agglomerations in terms of geographic location,resource endowment,factor conditions and development degree,we need to increase the support and improve the top-level design for the high-quality development of urban agglomerations in the future,reasonably lay out and develop each urban agglomeration in a balanced manner.Centered around the construction of central cities and metropolitan areas as the grasp of high-quality development of urban agglomerations,we will optimize the structure and layout of urban systems within agglomerations,implement the new development philosophy into the planning,construction and governance of urban agglomerations,and effectively enhance their scientific planning,efficient construction and precise governance.
