摘要 运用文献资料、政策分析等方法,系统梳理我国青少年和学校体育政策演进历程,分析演进特征、问题,并提出未来趋势。演进历程:萌芽与起步期、艰难摸索期、秩序恢复期、转型与升级期、高质量发展期。特征:凸显党和国家的高度重视,更加关注现实需求;有效解决问题,更加体现“双轨”回应模式;多元主体参与政策过程,合理调配社会资源;政策体系层次性、法治化的趋势特点日益显现。存在的问题:青少年年龄界定模糊,适用人群范围不明;政策主体权责不明,难以脱离校园空间场域限制;兴趣动因强调不够,教学模式较为单一;循证决策力度尚小,监督管理难以落实。趋势:精准定位青少年人群,科学界定年龄范围;明确主管部门职责,重视多种协同创新;政策内容增加兴趣引导,减少重叠参考标准;加大循证决策力度,强化事前监督体系。 By using the methods of literature review and policy analysis,this paper systematically combed the evolution of Chinese youth and school physical education policy,analyzed the evolution characteristics and problems,and put forward the future trend.The evolution process is as follows:germination and start-up period,diffi cult exploration period,order recovery period,transformation and upgrading period,high-quality development period.Characteristics:It highlights the high importance attached by the Communist Party and the country,and is more in line with practical needs.It better refl ects the"dual track"response mode and solve problems effectively.Multiple entities participate in the policy process and reasonably allocate social resources.The policy system tends to be hierarchical,and the trend of rule of law is increasingly evident.Problems:The age defi nition of teenagers is vague and the range of applicable groups is unclear.The rights and responsibilities of policy subjects are unclear,and it is diffi cult to break away from the constraint of campus space fi eld.The motivation of interest is not emphasized enough, and the teaching mode is relatively single. The strength of evidence- based decision-making is still small, and it is difficult to implement supervision and management. Future trends: We should accurately locate young people and scientifically define the age range, clarify the responsibilities of competent authorities and attach importance to multiple collaborative innovations, increase interest in policy content and reduce overlapping reference standards, and step up evidence-based decision-making and strengthen the system of prior supervision.
