摘要
集体土地征收、国有农用地以及国有未利用地转用是各类非国有建设用地转变为国有建设用地的唯一途径。因此,土地的征收、转用是国家实施合理利用土地,切实保护耕地,实施土地用途管制,促进社会经济可持续发展中的一项重要制度。本文从南京市征地勘测定界任务出发,结合近年来推行的行政审批制度改革相关要求,分析当前征地勘测定界作业要点,探讨业务中遇到的难点并研究解决对策,使征地勘测定界工作更好地服务于自然资源行政主管部门用地审批和土地管理工作,为进一步优化营商环境提供有力支撑。
Collective land acquisition,state-owned agricultural land,and state-owned unused land conversion are the only ways to transform various non-state-owned construction land into state-owned construction land.Therefore,expropriation and conversion of land is an important system in the country's implementation of rational use of land,effective protection of cultivated land,implementation of land use control,and promotion of sustainable social and economic development.Starting from the business of land acquisition survey and demarcation in Nanjing city,this article analyzes the key points of current land acquisition survey and demarcation,discusses the difficulties encountered in the business,and studies solutions to make land acquisition survey and demarcation.It will better serve the land use approval and land management work of the natural resources administrative department,and provide strong support for further optimizing the business environment.
