摘要
党的全面领导是习近平新时代中国特色社会主义思想的重要内容,也是党的十八大以来党的领导体制的重要发展创新。在宏观层面,党的全面领导意味着党对一切工作、一切领域的领导;在微观层面,党的全面领导意味着党的领导贯穿于党和国家各项工作的各个方面和各个环节。以《信访工作条例》为对象进行考察,党的全面领导落实在信访工作各环节,是通过党的全面领导的工作体制和保障机制实现的。党的全面领导工作体制确定了党与政府、社会之间的关系结构,通过创设党中央集中统一领导工作体制、地方党委领导工作体制和联席会议工作体制,建立党中央居于核心位置,上下贯通、左右协调的党的领导组织网络。党的全面领导保障机制包括组织保障机制、考核报告保障机制和责任监督保障机制。这些保障机制形成多层次的动力体系,使党的全面领导实现资源优化、双向激励和刚性约束,成为信访工作体制的辅助机制,确保党的全面领导在信访工作中得到全面实现。
The party's overall leadership is the main content of Xi Jinping's Thought on Socialism with Chinese Characteristics for the new era and it is the main development and innovation of the party's leadership system since the 18th National Congress of the CPC.At the macro level,the party's overalleadership means the party leadership over all affairs and all fields.At the micro level,the party's overall leadership means the leadership of the party runs through all aspects and links of the work of the Party and the state.Examining the Regulations on Letters and Visits,we find that the realization mechanism of the party's overall leadership depends on the work and guarantee mechanism of the party's overall leadership.The work mechanism of the party's overall leadership identifies the structure between party and government,society and set up the organization network of the party's leadership by centralized and unified leadership system of the Party Central Committee,leading work system of local Party committees,working system of the joint meeting.The guarantee mechanism of the party's overall leadership includes organization guarantee mechanism,assessment report mechanism and accountability mechanism.The guarantee mechanisms of the party's overall leadership build a multi-level dynamic system which realizes resource optimization,bidirectional incentives and rigid constraint and insure the realization of the party's overall leadership over the work concerning letters and visits.
