摘要
为实现区域清洁能源资源优化配置、保障电力可靠供应,澜沧江-湄公河(澜湄)区域各国正在积极推进区域电力互联互通建设,未来区域电力交易规模也将进一步扩大。然而该区域现有的电力交易模式较为单一,无法适应未来更大规模和更加复杂的电力交易需求,因此有必要提出一套适应未来区域电力发展的新型电力交易模式。首先分析了澜湄区域跨国电力交易现状,在研判区域未来电力格局后,分析得出现有交易模式在应对未来电力贸易时所存在的问题。其次,对包括南部非洲跨国电力交易模式、欧洲多国电力市场耦合模式、美国PJM跨区电力交易模式等在内的多个世界典型跨国跨区电力交易模式的适用场景和优势进行了研究分析。在此基础上,有针对性地提出了分阶段构建澜湄区域电力交易模式的总体设想,相关研究结论为增强澜湄电力合作、促进区域经济协同发展提供了有益参考。
In order to achieve the optimal allocation of clean energy resources and ensure reliable power supply,the Lancang-Mekong(LM)countries are actively promoting the construction of regional power interconnection,and the regional power trading scale will also be further expanded.However,the existing trading models fail to meet the large and complex power trading needs in the future.Therefore,it is necessary to propose a new trading model for future regional power development.This paper first analyzes the current status of regional power trading in the LM region,estimates the future regional power landscape,and summarizes problems that the existing trading model will encounter in future power trades.By analyzing the adaptation scenarios and advantages of world typical cross-regional power trading models,a general plan of step-wise creating trading models is proposed for future LM regional power trading.The research provides a useful reference for strengthening LM power cooperation and promoting regional economic development.
