摘要
随着“碳达峰、碳中和”目标的提出与加快构建新型电力系统进程的推进,能源供需格局与国际能源发展趋势已经发生深刻的变化,我国电力市场化改革面临着前所未有的多元挑战。为打破地域界限,还原电力商品属性,实现电力资源在全国范围内优化配置,依托跨区域跨省电力交易中心构建全国统一电力市场势在必行。本文首先从市场构成、市场主体、交易流程、出清方式等方面介绍我国电力市场改革现状,然后分析当前电力市场存在的问题,并依据新一轮电力市场化改革的要求,从凝聚共识、统筹推进和技术支撑三个方面明晰电力市场的未来发展方向。
With the proposal of the goal of"carbon peaking and carbon neutrality"and the acceleration of the construction of a new power system,the energy supply and demand pattern and the international energy development trend have undergone profound changes.China's power market reform is facing unprecedented multiple challenges.In order to break the geographical boundaries,restore the attributes of power commodities,and realize the optimal allocation of power resources nationwide,it is imperative to build a unified national power market relying on cross-regional and cross-provincial power trading centers.This paper first introduces the current situation of China's electricity market reform from the aspects of market composition,market players,transaction process,and clearing methods,and then analyzes the problems existing in the current electricity market Finally,the requirements of the new round of power market reforms clarify the future development direction of the power market from three aspects:consensus building,overall planning,and technical support.
