摘要
乡村振兴战略是解决新时代我国社会主要矛盾、实现“两个一百年”奋斗目标和中华民族伟大复兴中国梦的必然要求,明晰乡村振兴建设水平及空间分异特征有助于推进农业农村现代化,促进脱贫攻坚和乡村振兴两大战略的有效衔接。从产业兴旺、生态宜居、乡风文明、治理有效和生活富裕5个维度建立了乡村振兴水平测度的指标体系,基于熵值法和综合指标评价法测算其建设成效,分析了湖南省乡村振兴水平的空间分异特征。结果表明:(1)湖南省2018年乡村振兴水平总体得分较低,空间分异特征明显,呈现出东、西部地区高,南、北部地区较低的空间分异特征;(2)总体来看,各维度建设成效极差小,地区呈均衡发展,但乡风文明建设相对失衡;(3)未来一段时期,应进一步挖潜优化农业产业结构、提升农村环境质量、丰富村民精神文化生活、提高基层自治能力以及提升农民可支配收入,助推实现乡村全面振兴。
The rural revitalization strategy is an inevitable requirement for solving the major social contradictions in the new era,realizing the“two Centenary goals”and realizing the Chinese dream of the great rejuvenation of the Chinese nation.A clear definition of the level and spatial differentiation of the rural revitalization construction is helpful to promote agricultural and rural modernization,and facilitate the effective connection between the two strategies of poverty alleviation and rural revitalization.The index system of rural revitalization was established from the five dimensions of industrial prosperity,ecological livable,village culture civilization,effective governance and rich life.The construction effect was calculated based on the entropy method and comprehensive index evaluation method,and the spatial differentiation characteristics of rural revitalization in Hunan Province were analyzed.The results show that:(1)The overall score of rural revitalization level in Hunan Province in 2018 was low,and the spatial differentiation was obvious,showing that the eastern and western regions were higher,and the southern and northern regions were lower.(2)On the whole,the construction effect of all dimensions is very poor,the regional development is balanced,but the construction of rural culture is relatively unbalanced;(3)In the future,it is necessary to further explore the potential to optimize the structure of agricultural industry,improve the quality of rural environment,enrich the spiritual and cultural life of villagers,improve the capacity of grassroots autonomy and increase the disposable income of farmers,so as to promote the comprehensive revitalization of rural areas.
