碳税与碳交易机制下供应链减排策略研究 被引量:1

摘要 “碳达峰、碳中和”目标是我国新能源经济发展的方向。有效的减碳政策将极大促进目标实现,政府需要慎重决策。研究制造商和零售商组成的两级供应链,分析集中决策、批发合同和成本分担合同下碳交易和碳税政策。结果表明:不同的决策情形、政府关注角度都会影响最优政策的确定。政府关注角度不同,从供应链成员利润出发,在集中决策和批发合同时,当碳交易价格较低,碳税政策会使企业获益更多;在成本分担合同时,当碳交易价格较低,碳限额政策会使企业获益更多。当政府兼顾消费者剩余和环境效益时,碳交易价格较低时,碳交易政策会使消费者获益更多,碳税政策会使社会环境效益更多。 The goal of“carbon peak,carbon neutral”is the direction of China’s new energy economy development.Effective carbon reduction policies will effectively promote the goal of carbon neutrality.It is necessary for the government to decide carefully whether to adopt cap-and-trade or carbon tax policy for carbon reduction enterprises.A two-tier supply chain consisting of a leading manufacturer and a retailer is studied,and carbon trading and carbon tax policies under centralized decision-making,wholesale contracts and cost-sharing contracts are analyzed.The results show that different decision-making conditions and the government’s perspective of concern will affect the determination of the optimal policy.Governments have different perspectives of concern.From the perspective of the profits of supply chain members,in the centralized decision-making and wholesale contracts,when the carbon trading price is low,the carbon tax policy will bring more benefits to enterprises.In the case of cost-sharing contracts,when the carbon trading price is low,the carbon quota policy will benefit the enterprise more.When the government gives consideration to consumer surplus and environmental benefits,when the carbon trading price is low,the carbon quota policy will bring higher benefits to consumers,and the carbon tax policy will bring higher social and environmental benefits.
