摘要
文章针对石油化工建设项目的特点,通过对设计阶段、招投标阶段及施工阶段的费用控制进行分析,提出了一些优化石油化工项目工程造价管理的措施:在设计阶段推行限额设计,尽量提前设计变更发生的时间;在招投标阶段,对设计招投标时设立奖惩制度,在材料物资采购时,对大宗物资签订框架订单,优先选用国产材料设备,采购进口设备时综合考虑维修费和备品备件费;在施工阶段对现场发生的工程变更应进行严格审核,并落实主体责任;加强工程造价人员对现场施工工序的学习,提高工程管理人员的造价知识。
According to the characteristics of petrochemical construction projects,this paper puts forward some measures to optimize the engineering cost management of petrochemical projects by analyzing the cost control in the design phase,bidding phase and construction phase.First,implement quota design in the design stage,try to advance the time when design changes occur.Second,in the bidding phase,a reward and punishment system shall be established for the design of the bidding.Third,a framework order shall be signed for bulk materials,priority shall be given to the selection of domestic materials and equipment,and comprehensive consideration shall be given to the cost of maintenance and spare parts for the procurement of imported equipment,strictly review the engineering changes on the site during the construction phase,and implement the main responsibility during the construction phase.Finally,strengthen cost engineers’study of construction process and improve the cost knowledge of project manager.
