摘要
在我国发展现代化都市圈的过程中,“行政区”与“经济区”的错位愈加明显,既往的“行政区经济”模式往往会造成区域协调的尺度断裂现象,难以满足新时代都市圈的治理要求,亟待从新的视角加以探讨。文章对我国都市圈的治理现状进行了剖析,认为当前都市圈治理存在治理主体单一、体制机制缺位、保障体系缺失等显著问题,并基于“尺度重组”与“元治理”都市圈跨域治理的理论视角,结合对大都市圈治理的国际经验梳理,提出事权维度的“尺度重组”及相关体制机制建设是都市圈等跨域治理的关键所在,进而提出明确政府作为都市圈“元治理者”的角色定位、构建“一主多元”的都市圈“元治理”体系、完善都市圈“元治理”的组织平台架构等适宜我国现代化都市圈建设的“元治理”建构思路。
The mismatch between administrative region and economic region is escalating in metropolitan region development in China.The traditional economic model based on administrative regions has resulted in a phenomenon known as scale fracture,which hinders regional coordination and calls for new solutions in metropolitan region governance.Based on the analysis of the weaknesses of metropolitan region governance in China,including monocentric governance and absence of institution,mechanism,and insurance system,this paper proposes a viewpoint of re-scaling and meta-governance.Combined with global experiences,this paper recommends clarifying the government's role as meta-governor,establishing a meta-governance system,and integrating the organization and structure of metropolitan region governance.
