摘要
为准确有效地评价危化品铁路运输安全,通过系统理论事故模型与过程构建危化品铁路运输安全评价体系,整理出作业过程中易导致事故的指标因素。引入改进的层次分析法确定各指标因素的权重占比,利用云模型评价危化品运输作业安全。以某车站发生的一起硫磺集装箱起火事故为例,根据车站的实际情况量化指标,计算分析各项指标对运输作业流程安全影响的重要程度。研究结果表明:影响危化品铁路运输安全的权重占比较大的因素有托运人的安全意识、货运检查员的执行情况及危化品的物理情况等因素,需采取相应的措施防患于未然。同时验证了提出的定量方法能较全面地剖析事故因素。
In order to accurately and effectively evaluate the railway transportation safety of hazardous chemicals,the railway transportation safety evaluation system of hazardous chemicals is constructed through the system theory accident model and process,and the index factors that are easy to cause accidents in the operation process are sorted out.The improved analytic hierarchy process is introduced to determine the weight proportion of each index factor,and the cloud model is used to evaluate the safety of hazardous chemicals transportation.Taking a sulfur container fire accident in a station as an example,the importance of each index on the safety of transportation operation process is calculated and analyzed according to the quantitative indicators of the actual situation of the station.The research results show that the factors affecting the railway transportation safety of hazardous chemicals account for a large proportion,including the safety awareness of the shipper,the implementation of freight inspectors and the physical situation of dangerous chemicals,and corresponding measures should be taken to prevent them.At the same time,it is verified that the proposed quantitative method can comprehensively analyze the accident factors.
