摘要
[目的/意义]德国外交政策协会是德国领先的外交政策类智库,在德国外交政策的制定过程中发挥着重要作用。对其进行深入剖析,有助于增进我们对德国此类智库的了解,并为我国建设和发展中国特色新型智库提供借鉴与参考。[方法/过程]采用文献调研法和网站调研法,对德国外交政策协会的发展历史、核心理念和运行机制等进行归纳总结。[结果/结论]虽然接受私人资助使德国外交政策协会的独立性和中立性受到质疑,但其通过实际行动维护自身的核心理念,塑造自身的公信力。在德国外交政策协会的各项功能中,教育功能尤为显著。
[Purpose/significance]German Council on Foreign Relations is a leading foreign policy think tank in Germany and plays an important role in the formulation of German foreign policies.An in-depth analysis of it can enhance our understanding of such think tanks in Germany and provide reference and enlightenment for the construction and development of new types of think tanks with Chinese characteristics.[Method/process]With the literature research and network survey research,this paper traces the development history of the German Council on Foreign Relations,and summarizes its core values and the operational mechanism.[Result/conclusion]Although independence and neutrality of the German Council on Foreign Relations are questioned by accepting private funding,it maintains its core values and shapes its credibility through practical actions.Among the many functions of the German Council on Foreign Relations,the educational function is particularly significant.
