An Effectiveness Analysis of Digital Village Construction from the Perspective of Policy

摘要 [目的/意义]对标五项政策文件、构建评估体系有利于发现数字乡村建设过程中的现存问题、明确发展方向,为加快实现我国农业农村现代化全面升级提供指引。[方法/过程]通过政策文本计算提取关键词并进行语义融合,确定评估要素,构建数字乡村建设水平综合评价指标体系;运用数据包络分析方法结合BCC模型对我国31个地区的数字乡村建设有效性进行定量测度。[结果/结论]对标五项政策文件构建的评价指标体系分为数字基建、数字经济、数字环境、数字惠民4个维度,可以对数字乡村建设的有效性进行合理评估;23个地区达到DEA有效,其数字乡村建设重点各有不同;8个地区未达到DEA有效,其数字乡村建设投入和产出存在不合理性;最后总结数字乡村建设的6种类型并提出各地区改进提升数字乡村建设水平的切入点。 [Purpose/Significance]Benchmarking the five policy documents and constructing the evaluation system are conducive to discovering the existing problems in the process of digital village construction,clarifying the development direction,and providing guidance for accelerating the comprehensive upgrading of China’s agricultural and rural modernization.[Method/Process]This study extracted keywords through policy text calculation and semantic fusion,determined the evaluation elements,built a comprehensive evaluation index system of digital village construction level;the data envelopment analysis method and BCC model were used to quantitatively measure the effectiveness of digital village construction level of 31 regions in China.[Result/Conclusion]The evaluation index system constructed by the five policy documents can be divided into four dimensions:digital infrastructure,digital economy,digital environment and digital benefiting the people,which can reasonably evaluate the effectiveness of digital village construction;23 regions have achieved DEA efficient,and their digital village construction priorities are different;8 regions have not reached DEA efficient,and their digital village construction input and output are unreasonable;Finally,the six types of digital village construction are summarized and the entry points of promoting the level of digital village construction in various regions are proposed.
