摘要
针对突发事件下政府如何制定补贴政策促进生鲜农产品批发市场的应急代储问题,构建政府补贴激励下批发市场运营商不储备和储备生鲜农产品时市场成员间的多阶段博弈模型,考察了运营商的应急代储策略以及政府的储备补贴激励政策,并分析了应急代储策略对批发市场的供应和价格波动,消费者剩余和社会福利,以及市场成员利润的影响.研究表明:政府设置中等水平的补贴能够促进应急代储策略的有效实施;应急代储实施不仅能稳定生鲜农产品供应和价格,增加消费者剩余,一定条件下还能提高市场盈利性,带来批发市场企业和消费者的双赢局面;应急代储策略也可能损害市场盈利性,进而降低社会福利,而突发事件影响程度的加剧可能缓解上述负向影响.
This paper investigates how the government sets a subsidy policy to encourage wholesale market enterprises to implement the agent reserve of fresh produce under emergencies.By building a multi-stage game model between wholesale market members,we model the scenarios where the operator does not reserve and reserves fresh produce under the government’s subsidy policy,in which the operator’s emergency agent reserve strategy and the government’s reserve incentive policy are analyzed.Then,we explore the impacts of the agent reserve strategy on supply and price fluctuations,consumer surplus and social welfare,and market profitability.Our research shows that the government can set a moderate-level subsidy to promote the effective implementation of the agent reserve strategy.The agent reserve strategy can not only stabilize supply and price and increase consumer surplus,but also improve market profitability under certain conditions,which creates a win-win situation for the wholesale market enterprises and consumers.The agent reserve strategy may also hurt market profitability,resulting in a reduction in social welfare,but the aggravation of supply risks will actually alleviate the above negative impacts.
