摘要
有恒产者有恒心,保护产权是社会主义市场经济的必然要求,也是实现高质量发展的基础,物权是最基本的产权。基于2007年出台实施的《中华人民共和国物权法》,采用2001—2016年中国273个地级市的面板数据和双重差分法,研究产权制度改革对产业结构转型升级的影响。结果表明:强化经济主体产权的有效保障既有助于推进以部门结构变迁来反映的产业结构转型,还有助于促进以产业生产效率提升来反映的产业结构升级;促进技术创新和资本深化是产权制度改革推动产业结构转型升级的重要渠道;产权制度改革的产业结构转型升级促进效应在东部地区城市、数字经济发展程度高的城市和创新型城市相对更大。研究结论为“制度促进增长”提供了经验证据,对于进一步完善相关法律制度以实现经济高质量发展具有重要启示。
People who have permanent property have perseverance.The protection of property rights is an inevitable requirement of the socialist market economy and the basis for achieving high-quality development.Real rights are the most basic property rights.Based on the promulgation and implementation of Real Rights Law of the People's Republic of China in 2007,this paper uses the panel data of 273 prefecture-level cities from 2001 to 2016 and the double difference method to study the impact of property right system reform on the transformation and upgrading of industrial structure.We find that the strengthening of the property rights protection of economic subjects is not only helpful to promote the transformation of industrial structure,which is reflected by the change of department structure,but also helpful to promote the upgrading of industrial structure,which is reflected by industrial production efficiency.The mechanism test shows that property right system reform mainly promotes the transformation and upgrading of industrial structure by promoting technological innovation and capital deepening.The promotion effect of property right system reform on the transformation and upgrading of industrial structure is relatively greater in cities in the eastern region,cities with well-developed digital economy and innovative cities.This paper provides empirical evidence for the viewpoint of“institutions promote economic growth”,and has important implications for further improving and perfecting relevant legal systems to achieve high-quality economic development.
