摘要
随着我国经济快速发展,生活垃圾清运量逐年增加,其中生活垃圾的有效管理机制对于城市高质量可持续发展至关重要,因此建立高效的生活垃圾管理机构运行模式对于城市建设极为重要。对东京都23区清扫机构的管理方式进行了详细介绍,研究内容围绕东京都23区清扫一组管理机构的设置、人事管理制度的建立、人员安全与健康的管理、突发事件危机的管理制度、运行机构的财政收入与支出展开,针对我国垃圾管理机构现有的不足进行了剖析,并围绕这些问题,结合东京都23区生活垃圾管理机构的运行经验,给出了相应建议。旨在通过借鉴清扫一组对东京都23区生活垃圾的管理模式运行经验,为我国垃圾处理事业的可持续发展提出建议。
With the rapid development of China's economy,the amount of domestic waste cleared and transported has increased year by year.Effective management mechanisms for domestic waste are crucial for high quality and sustainable urban development.Therefore,establishing an efficient operational mode for domestic waste management institutions is extremely important for urban construction.This paper introduces in detail the management methods of the cleaning agencies in Tokyo Metropolitan Area 23,focusing on the establishment of a group of management agencies for cleaning,the establishment of personnel management systems,personnel safety and health management,emergency crisis management systems and the financial revenue and expenditure of operating agencies.An analysis was conducted on the existing shortcomings of waste management institutions in China and corresponding suggestions were given based on the operational experience of domestic waste management institutions in Tokyo Metropolitan Area 23.The aim is to provide suggestions for the sustainable development of China's waste treatment industry by drawing on the experience of cleaning up a set of management models for household waste in Tokyo Metropolitan Area 23.
