摘要
为全面推动河长制工作从“有名有责”到“有能有效”,山东省河湖管理保护工作紧紧抓住“一河一策”综合整治这个关键,高质量修编“一河一策”河湖综合整治方案。全面摸排河湖问题、切实掌握底数,以有序推进美丽幸福河湖建设为目标,把“一河一策”实施作为关键抓手,突出组织好河湖综合整治、水污染治理等重点任务落实。平度市对辖区内19条市级河流从水资源管理保护、水域岸线管理保护、水污染防治、水环境状况、水生态状况、水旱灾害防御、日常管理7个方面进行了全面调查分析,本文总结了调查分析中发现的主要问题,根据平度市的实际情况,提出相应的管理保护措施,同时为其他地区的河长制工作提供参考。
In order to fully promote the river chief system from“authorized and responsible”to“competent and effective”,the river and lake management and protection work of Shandong Province has firmly grasped the key of comprehensive improvement of“one policy for one river”,and revised the“one policy for one river”comprehensive improvement plan with high quality.It is suggested to comprehensively understand the problems of rivers and lakes and earnestly grasp the basic numbers.With the goal of promoting the development of beautiful and happy rivers and lakes in an orderly manner,the implementation of the“one policy for one river”becomes the key point,and the implementation of key tasks such as the comprehensive improvement of rivers and lakes and the treatment of water pollution is highlighted.Pingdu City has made a comprehensive investigation and analysis on 19 municipal rivers within its jurisdiction from seven aspects,water resources management and protection,water shoreline management and protection,water pollution prevention and treatment,water environment condition,water ecological condition,flood and drought disaster prevention and daily management.This paper summarizes the main problems found in the investigation and analysis,puts forward the corresponding management and protection measures according to the actual situation of Pingdu City,and provides reference for the work of river chief system in other areas.
