摘要
为落实全面推行河长制、加强重点河流管理与保护、保障流域河道行洪安全与生态安全,文章根据郓城县北关沙河区域、流域实际情况,从水资源保护、河道水域岸线管理保护、水污染防治、水环境治理、水生态修复和执法监管等六个方面进行分析。分析发现流域水质健康状况并不乐观,存在水污染严重、水功能区管理办法不健全、监管及管控措施落实不严、河流生态功能退化等问题,针对以上问题采取一系列的整改措施:大力实施“双控”行动;明确河道管控界限并设立界碑;开展河岸修复整治;推广河道生态护坡建设;设立联合执法机制等,为其他地区开展“一河一策”工作提供了科学指导。
In order to fully implement the river chief system,strengthen the management and protection of key rivers and ensure the flood discharge safety and ecological safety of rivers in Yuncheng County,according to the actual situation of Beiguansha River Basin,this paper analyzes from six aspects:water resources protection,river body shoreline management,water pollution prevention,water environment control,water ecological restoration and law enforcement supervision etc,.The analysis found that the health status of water quality in the basin was not optimistic,and there were serious water pollution problems,such as the management method of water functional area was not sound supervision and the implementation of control measures was not strict,and the ecological function of the river was degraded,and a series of rectification measures were taken to solve the above problems.The double control action are implemented to define the boundary of river control,establish the boundary markers,carry out the riverbank restoration and regulation,to promote ecological slope protection construction of river and establish the joint law enforcement mechanism,which has provided scientific guidance for other regions to carry out the work of one river and one policy.
