摘要
基于2018年中国家庭追踪调查数据,以失地农民为研究对象,从就业、收入和消费等3个维度构建生活质量的分析框架,实证检验土地征用对失地农民生活质量的影响。结果表明:仅征用土地对失地农民从事非农就业的激励效应较小,但随着征地补偿金额的增加,土地征用对非农就业的促进作用不断增大;土地征用显著提升失地农民家庭的整体收入水平。从收入结构来看,土地征用对失地农民家庭工资性收入的提升作用强于对非工资性收入的影响;土地征用也可以显著提升失地家庭的整体消费水平;从消费结构来看,土地征用对失地农民家庭生存性消费的提升作用强于对发展性消费的影响。据此,建议相关部门优化征地补偿的政策设计,加强针对失地农民的职业技能培训,促进农民再就业,为失地农民增加物质福利提供制度保障。
Based on the data from the China Family Panel Studies conducted in 2018,this research takes land-lost farmers as the research object,and constructs an analytical framework of quality of life from the three dimensions of employment,income and consumption,then examines the impact of land expropriation on the quality of life.The results show that the incentive effect of land expropriation on land-lost farmers’engagement in non-farm jobs is small,but the promotion effect of land expropriation on non-farm employment increases as the amount of compensation for land expropriation increases.Land expropriation can significantly improve the overall income level of landless households.In terms of income structure,land expropriation has a stronger effect on the wage income than non-wage income.Land expropriation can also significantly increase the overall consumption level of landless households.In terms of consumption structure,land expropriation has a stronger effect on the subsistence consumption than on developmental consumption.Therefore,it is suggested that relevant government departments should optimize the policy design of land expropriation compensation,strengthen the vocational skills training for landless farmers,improve the reemployment and provide institutional guarantee for landless farmers to increase material welfare.
