摘要
老龄人口问题是重大的民生问题,基本养老服务建设是其中重要的一环。近年来,黑龙江省积极推进基本养老服务建设,居家养老服务政策日臻完备,社区养老服务全面开展,政府大力助推基本养老服务机构建设,“医养结合”养老模式逐步铺开。但是,黑龙江省基本养老服务供需错配、养老服务从业队伍建设薄弱、社会各界支持经费不足、养老福利保障体系不完善等问题依然存在。因此,新发展阶段黑龙江省基本养老服务建设应坚持“需求导向”,积极完善兜底性基本养老服务建设,提升基本养老服务从业人员专业水平,加大对基本养老服务业的资金扶持力度,建构基础性老年福利支持和监管制度,从而实现提质增效。
The aging of population is a major livelihood issue and the construction of basic old-agedcare service is also an important part of it.In recent years,Heilongjiang province has actively promoted the construction of basic pension service,and the home-based pensionservice policy has been becoming more and more perfect.The community pensionservice has been fully carried out and the government has vigorously promoted the construction of basic pension service institutions.The pension mode of"combination of treatment and maintenance"isgradually being carried out.However,the issues such as mismatch of supply and demand of basic pension service,weak construction of pension service workforce,insufficient support funds from all walks of life,and imperfect pension welfare system still exist in Heilongjiang province.Therefore,in the stage of new development,Heilongjiang province should adhere to the"demand-oriented"principle to actively improve the construction of basic pension service,so as to improve the professional level of basic pension service employees and increase the financial support for basic pension service industry.The basic old-aged welfare support and supervision system should be constructed to improve the quality and efficiency of basic pensionservices in Heilongjiang province.
