摘要
新时期应急管理治理效能提升的关键在于建构有为的危机治理共同体,区别于西方利益整合主导型单一社会整合理论,中国式“社会整合”是一个更加强调“共识整合—利益整合—规则整合”的三元复合型结构。基于2020年安徽洪水治理过程分析,尝试梳理中国式“社会整合”体系,即“共识整合—利益整合—规则整合”三元模型,揭示危机治理共同体的建构全景:基于情感共鸣的政治修辞表达和求同存异的理性共识实现危机治理的目标整合;基于谈判博弈的相机执行和礼利交融的政策优化实现危机治理的功能弥合;基于政社双向互动的强化结果及协同参与实现危机治理的结构互动。可见,中国式“社会整合”分析框架满足危机治理共同体的系统性建构需要,充分彰显了中国特色政治制度优势。
The key to the improvement of the governance effectiveness of emergency management in the new era lies in the construction of a promising emergency management community.Different from the Western classic Parsons and Habermas advocated by the interest integration-led single social integration theory,Chinese-style social integration is a more emphasizes the ternary compound structure of"consensus integration-interest integration-rule integration".Based on the analysis of the process of flood disaster management in Shexian Anhui Province in 2020,try to sort out the operation mechanism of the"Chinese-style"social integration system.That is,the ternary model of"consensus integration-interest integration-rule integration"reveals the panorama of the construction of the crisis management community:political rhetorical expression based on emotional resonance and rational consensus on seeking common ground while reserving differences to achieve the goal integration of crisis governance;making execution based on negotiation games and policy optimization based on the integration of gifts and benefits to achieve the function of crisis governance;collaborative participation in the structural interaction to achieve crisis governance.It can be seen that the Chinesestyle social integration analysis framework satisfies the systematic construction requirements of the crisis governance community,is the interpretation logic of crisis governance in the field of Chinese social governance,and fully demonstrates the advantages of the political system with Chinese characteristics.
