摘要
自然资源确权登记是我国深化生态文明体制改革与自然资源资产产权制度改革中的重大基础性改革任务,也是履行自然资源“两统一”管理职责的重要基础支撑。登记单元划定是确权登记工作的重要环节,以“人与自然是生命共同体”系统理念为遵循,结合山东省试点开展及具体实践工作中的经验做法,系统梳理总结登记单元划定中存在的6个方面的问题与具体操作中的难点,提出以建立数据共享、“四个平台”、协调推进、科技创新和完善标准等5个方面的工作机制的解决对策,并基于共同体理念提出合理化建议,旨在推动登记单元划定工作更加顺利通畅与科学合理,为整个自然资源确权登记工作筑牢根基,实现山水林田湖草整体保护、系统修复和综合治理国家策略。
The registration of confirming the rights of natural resources is an important basic reform task in deepening the reform of ecological civilization system and the property right system of natural resources assets,and it is also an important basic support for fulfilling the management responsibility of"Two Unities"of natural resources.The delineation of registration unit is an important link in the work of confirming the right of registration,which is followed by the systematic concept of"man and nature forming a community of life".Based on the experience and practice of pilot development and concrete practice in Shandong Province,this paper systematically summarizes the six problems existing in the delineation of the registration unit and the difficulties in the concrete operation,and then puts forward the countermeasures to establish the working mechanism of data sharing,"Four Platforms",coordination and promotion,scientific and technological innovation,and improving standards,and puts forward reasonable suggestions based on the concept of community.The aim is to promote the delineation of registration units to be more smooth and scientific and reasonable,to builda solid foundation for the whole work of natural resources registration,and to realize the national strategy of overall protection,systematic restoration and comprehensive management of mountains,rivers,fields,lakes and grass.
