摘要
工程的招投标制度是我国建筑管理体制的一项重大改革,对规范建设市场、建立投资责任约束机制、提高投资效益起到了一定的作用。该文提出大型公共建筑项目的施工招标的管理目标体系,并运用全寿命周期的理论全面分析大型公共建筑项目施工招标的招标流程构建及影响要素,进而将招标目标管理细化为过程与要素的管理,采用项目协同管理的理念针对过程和要素的管理提出解决办法;运用关键路径法对施工招标全寿命周期工作流程进行优化,分析利益相关方以加强施工招标的组织协同。
The project bidding system is a major reform of the China's construction management system,which plays a certain role in standardizing the construction market,establishing the investment responsibility restraint mechanism and improving investment efficiency.This paper puts forward the management objective system of construction bidding of large public construction projects,comprehensively analyzes the construction of bidding process and influencing factors of construction bidding of large public construction projects by using the theory of life cycle,then refines bidding objective management into the management of process and factors,puts forward solutions for the management of process and factors by using the concept of project collaborative management,uses critical path method to optimize the life cycle workflow of construction bidding,and analyzes stakeholders to strengthen the organization and coordination of construction bidding.
