摘要
体育产业对经济和体育事业发展的双重推动作用越来越受到各国重视,发展体育产业已成为多个国家经济发展的重要组成部分。近年,随着俄罗斯举办冬奥会、足球世界杯等多项重大体育赛事,俄联邦政府深刻认识到体育产业对俄罗斯经济发展的重要性,实施体育产业发展战略进一步推动其对经济发展的促进作用。本研究主要运用文献资料调研法对《俄罗斯联邦2035年前体育产业发展战略》的目标、原则与任务、法律框架、发展现状、发展机遇与挑战、实施阶段与措施、发展前景、监督与控制机制等方面进行解读,为中国体育产业政策制定和发展提供启示:1)宏观规划与微观细则并存;2)加强与相关法律政策的协调;3)分析当前发展现状为政策制定提供依据;4)加强各部门之间的协调与分工;5)依据科学计算方法制定量化目标;6)对政策实施过程与结果进行有效监督评估;7)加强对政策的控制并及时调整;8)加强政策内容制定的全面系统性。
The sports industry has been paid more and more attention by countries to its dual role in promoting economic and sports development,and the development of sports industry has become an important part of the economic development of many countries.In recent years,the Russian government has been deeply aware of the importance of the sports industry to Russia’s economic development by hosting several major sports events such as the Winter Olympics and the World Cup,and has promulgated the sports industry development strategy to further promote its role in promoting economic development.The literature method is mainly used to analyze the objectives,principles and tasks,the legal framework,development status,opportunities and challenges,the implementation phase and measures,development prospects,supervision and control mechanisms,and other aspects of the“The Russian Federation’s Strategy for the Development of the Sports Industry before 2035”,which provides enlightenment for the policy formulation and development of sports industry in China.Enlightenment:1)Coexistence of macro planning and micro rules;2)strengthening the coordination with relevant laws and policies;3)analyzing the current development state to provide a basis for policy formulation;4)strengthening coordination and division of labor among departments;5)developing quantitative goals according to scientific calculation methods;6)effective supervision and evaluation of the policy implementation process and the results;7)strengthening the control and timely adjustment of policy;8)strengthening the comprehensive and systematic formulation of policy contents.
