摘要
如何将数字化赋能于企业研发创新行为中,实现“数字化+创新”的转型升级,是数字经济下推动经济高质量转型的关键。本文以企业“创新投入高而TFP较低”的现象为切入点,以企业对研发投入的操纵行为为落脚点,实证考察数字化转型对企业研发操纵的影响、传导机制与经济后果。研究发现,数字化转型有助于降低企业进行研发操纵的概率,并且经过一系列稳健性检验后,该结果仍然成立。在不同的数字化转型方式与企业科技禀赋下,上述结论具有异质性。机制分析表明,企业的数字化转型可以通过提高供应链合作的开放程度、降低交易成本与缓解降低信息不对称等方式,降低企业研发操纵的概率。对于经济后果,企业数字化转型既能直接影响创新绩效与生产效率,同时也能通过降低研发操纵的策略性行为而间接改善由此所产生的创新绩效和生产效率下降问题。本文不仅为经济体系所存在的“创新投入较高而TFP较低”的现象提供了可能的解释与解决路径,还为改善企业操纵研发投入的制度迎合行为以及促进产业政策有效实施,提供了新的视角与微观依据。以数字化转型降低企业研发操纵行为,优化企业创新布局与生产绩效,对于实现数字化驱动下的高质量经济发展模式具有重要意义。
China's digital economy has achieved rapid growth with the rise of technological revolution and the guidance of national policies and served as an important driving force for enabling high-quality economic development by integrating traditional technologies and new information technologies,such as artificial intelligence,blockchain,big data,and the Internet of things.Furthermore,promoting the digital transformation of enterprises,which are the main body of the micro economy,is an important way to realize the development of the digital economy.The government has issued corresponding industrial policies to support enterprise digital transformation.However,in an attempt to cater to industrial policies,enterprises'manipulative behavior is not conducive to the effective implementation of industrial policies.In particular,enterprises have R&D manipulative behavior.R&D manipulation is harmful to innovation performance and total factor productivity.However,enterprise digital transformation cannot only rely on the feature of"intelligence and digitization"to improve management efficiency and internal information disclosure mechanism by reducing the degree of information asymmetry but also it is necessary to build an external interconnection network and strengthen external supervision of corporate behavior,which can effectively regulate the R&D strategic speculative behavior of enterprises and provide new methods and motivations for effective implementation of industrial policies.Therefore,ensuring digitalization in enterprise R&D innovation behavior,curbing the R&D manipulation behavior,and realizing the transformation and upgrading of"digitalization+innovation"is the key to promoting high-quality economic transformation in the digital economy.This paper took the phenomenon of"high innovation input and low TFP"of enterprises as the starting point and the manipulation behavior of enterprises on R&D input as the foothold to build an empirical framework to examine the impact,transmission mechanism,and economic consequences of
