摘要
文章以2013—2020年省级面板数据为样本,使用基准回归模型对财政支农、农业生产性服务业集聚与共同富裕的关系进行实证分析。研究发现:财政支农可扎实推动共同富裕水平提升,在此过程中农业生产性服务业集聚产生正向调节作用;财政支农的制度建设对共同富裕的驱动作用最强,资金拨付次之、政策补贴最小。由区域差异分析得知,财政支农对共同富裕的驱动效应呈现“东部—西部—中部—东北”的梯度格局;由类型差异分析得知,财政支农对共同富裕发展性、共享性均呈现正向作用。因此,研究提出把握财政支农体系红利、部署分权管理机制、完善农业生产性服务业发展机制三点建议,以期筑牢共同富裕基础底座。
Based on the provincial panel data from 2013 to 2020,this paper empirically analyzes the relationship between fiscal support for agriculture,agglomeration of agricultural productive services and common prosperity by using the benchmark regression model.The results show that the fiscal support for agriculture can solidly improve the level of common prosperity,and the agglomeration of agricultural productive services has a positive regulation effect in this process.The system construction of fiscal support for agriculture has the strongest driving effect on common prosperity,followed by capital allocation and policy subsidy.The analysis of regional differ-ence shows that the driving effect of fiscal support for agriculture on common prosperity shows a gradient pattern of"east-west-middle-northeast".Type difference analysis shows that fiscal support for agriculture has a positive effect on the developmental and sharing of common prosperity.Therefore,it is proposed to grasp the dividend of fiscal support for agriculture system,deploy the decentralized management mechanism,improve the development system and mechanism of agricultural productive services.
