摘要
大力发展普惠性学前教育服务,达成“服务充分性”“服务均衡性”“服务公益性”“服务可及性”是世界主要国家普惠性学前教育服务的基本定位。研究发现:一些国家主要通过调整财政投入结构、促进供给多元化,确保服务充分性;通过优先发展经济落后地区学前教育、制定处境不利儿童倾斜政策,确保服务均衡性;通过明确政府公共性职责、构建公立学前教育机构为主的办园模式,确保服务公益性;通过实施普及普惠项目、搭建“机构—社区—家庭”三位一体的综合保教网络,确保服务可及性。据此,新时代我国普惠性学前教育服务的发展要完善经费投入机制、优化教育资源配置、落实政府主导责任、推进弱势儿童普惠项目,以实现普惠性学前教育服务的充分、均衡、公益、可及。
It is the basic positioning of inclusive preschool education services in major countries in the world to fully.develop inclusive preschool education services,and to achieve the four goals of“sufficient service”,“service balance”,“service for public welfare”and“accessibility of service”.This study has found that some countries mainly adjust the structure of fiscal investment and increase the diversification of supply to ensure sufficient service;that they prioritize the development of preschool education in economically backward areas and make preferential policies for disadvantaged children to ensure service balance;that they clarify the government’s public responsibilities and build a public preschool education institution-based model of running a kindergarten to ensure service for public welfare,and that they make inclusive projects available to as many people as possible and build a comprehensive education network of“institution,community and family”to ensure accessibility of service.Therefore,for the achievement of those four goals,the development of inclusive preschool education services in the new era needs an improvement in the funding investment mechanism,the optimization of the allocation of educational resources,the implementation of the government’s leading responsibility,and more provision of inclusive programs for disadvantaged children.
