摘要
应急预案衔接有效性是衡量石化企业生产安全事故应急响应能力的一个重要指标,有效的应急预案衔接可以实现对生产安全事故的快速控制,避免事故产生不可挽回的严重后果。首先构建应急预案衔接有效性层次模型,然后运用粗糙层次分析法确定模型中各评估指标的重要度,最后使用联系熵量化应急预案衔接有效性的等级。研究结果表明:粗糙层次分析法和联系熵相结合的评估方法可以很好地划分应急预案衔接有效性等级;应急组织架构对应急预案衔接有效性有着重要的影响,在应急预案的修订过程中应重点关注。
The effectiveness of connection of emergency response plan is an important index to measure the emergency response capabilities of petrochemical enterprises in production safety accidents.Effective connection of emergency response plan can realize rapid control of production safety accidents and avoid serious and irreversible consequences caused by accidents.Firstly,a hierarchical model of effectiveness of emergency response plan connection was constructed.Secondly,the weight of each evaluation index in the model was determined by RAHP.Finally,the effectiveness level of connection of emergency response plan was quantified by connection entropy.The results show that the evaluation method combining RAHP and connection entropy can well classify the effectiveness level of emergency response plan.And the emergency organization has an important impact on the effectiveness of emergency response plan,which should be given special attention to during the revision of emergency response plan.
