摘要
突发职业中毒事故具有群体发病、致死和致残率高的特点,往往导致恶劣的社会影响。应急预案能及时、有序、有效地实施事故应急救援和调查处理,将事故的影响和损失控制在最低限度,对于急性职业中毒事故应急响应的实施具有重要作用。本文概述了目前国内对突发职业中毒事故应急预案的研究与应用,认为国内关于突发职业中毒事故应急预案的研究主要集中在应急预案界定、应急预案的编制和实施等方面。对于突发职业中毒事故应急响应而言,突发职业中毒事故应急预案的研究,由于各部门和各专业根据自己工作特点建立基本局限于各自领域的突发职业中毒应急预案,在针对性方面存在不足,指挥和协调上缺乏相互协调与统一指挥的工作机制,因此不能为应急响应提供足够的支持和保障。通过了解和分析突发职业中毒事故应急预案存在的主要问题,提出了有针对性的突发职业中毒事故应急预案设想,有利于提出具有其独特的专业性和针对性急性职业中毒事故应急预案,促进应急工作的发展和完善。
Unexpected occupational poisoning accident disability, and usually resulted in bad social influence. had the characteristics of group disease, high mortality and The emergency plan can implement accident emergency rescue and investigation in time, regularly and effectively. It can reduce the influence and loss of accident, and is important to the implement of emergency response for unexpected occupational poisoning accident. In this paper the present research and application of emergency plan for unexpected occupational poisoning accident in our country were summarized. It showed that the research was mainly focused on the definition, programming, implement et al. of emergency plan. Because the emergency plans of each department and each specialty were built based on self work characteristics and limited to respective field, there were shortcomings in the aspect of pertinence, and a work mechanism being mutual harmonious and unified command was absent, then enough support and supplement can not be supplied to emergency response. By understanding and analyzing the main problems, an idea of emergency response for unexpected occupational poisoning accident was presented with pertinence, which is benefit for the suggestion of professional and pertinent emergency plan.
