摘要
在中国语境中,国家治理体系全面现代化的核心内涵是,只有在中国共产党领导下人民群众被组织成为国家治理体系的真正主体,国家治理体系现代化才能具备历史的全面性。人民群众在国家治理体系中的主体地位和作用决定了党离不开人民。而中国共产党对国家治理体系全面现代化的关键作用体现在人民群众只有在党的领导、组织和教育下才能成为国家治理体系现代化的合格主体,实现国家治理体系全面现代化必需的核心价值原则即集体主义原则及其支撑体系只有在党的领导下才能构建起来,人民群众在国家治理体系中的根本政治利益只有在党的领导下才能实现,只有在党的领导下才能将人民当家作主的制度优势更好转化为国家治理效能,人民群众只有在党的领导下才能推进全面深化改革并实现其总目标等。这也说明,在国家治理体系中人民也离不开党,党与人民形成的合力共同推动着国家治理体系走向全面现代化。
In the Chinese context,the core connotation of the comprehensive modernization of the national governance system is that only under the leadership of the CPC,the people are organized to become the real subject of the national governance system,can the modernization of the national governance system have historical comprehensiveness.The main position and role of the people in the national governance system determines that the Party cannot leave the people.The key role of the CPC in the overall modernization of the national governance system is reflected in the fact that only under the leadership,organization and education of the Party can the people become qualified subjects in the modernization of the national governance system,and the core value principle that is necessary to achieve the overall modernization of the national governance system,namely,the principle of collectivism and its support system,can be constructed only under the leadership of the Party,The fundamental political interests of the people in the national governance system can only be realized under the leadership of the Party.Only under the leadership of the Party can the institutional advantages of the people as masters of the country be better translated into the effectiveness of national governance.Only under the leadership of the Party can the people promote the comprehensive deepening of reform and achieve its overall objectives.This also shows that the people can’t do without the Party in the national governance system,and the joint forces formed by the Party and the people are jointly promoting the comprehensive modernization of the national governance system.
