摘要
绿色发展是建设美丽中国的题中应有之义,也是人类共同实现可持续发展目标的必然要求。广义绿色治理包含当前对生态和谐、系统协调、发展可持续等核心价值的关切,在此基础上也涵盖国家治理体系与治理能力现代化的边界。人工智能则伴随科技进步和工业发展逐步深度嵌入人类社会发展历程。人工智能的介入将绿色治理对“人地关系”的思考拓展到人与自然动态平衡状态的寻觅。人工智能嵌入广义绿色治理的过程中面临“智能代理”的行为责任归属与提升人类行为效果之间、人工智能运用限度与人类自我实现价值之间、人工智能系统自主“封闭运作”与他者“开放诉求”之间三个方面的张力。面对这三方面张力,需探索可开源治理主体、可持续治理过程、可多元治理手段、可共生治理客体、可分享治理结果的广义绿色治理系统范式构建。
Green governance in a broad sense encompasses the current concern for core values such as ecological harmony,system coordination and sustainable development,and on this basis it also expands the boundaries of the exploration of modernizing national governance systems and capabilities.Artificial intelligence,on the other hand,has been gradually and deeply embedded in the development of human society along with technological progress and industrial development.The intervention of artificial intelligence has expanded the theories of green governance on the“human-earth relationship”to the search for a“dynamic balance”between humans and nature.In the process of embedding technology into green governance in a broad sense in the era of artificial intelligence,there are still some tensions between the attribution of responsibility for the behavior of AI“intelligent agents”and the enhancement of human behavior,between the limits of AI use and the value of human self-fulfillment,between the“closed operation”of AI systems and the“open demands”of others.In the light of the three tensions,we need to explore the paradigm of a broad green governance system which includes open-source governance subjects,sustainable governance processes,multiple governance means,symbiotic governance objects,and shared governance results.
