摘要
国家公园社区共管的研究对改善保护区周边居民生计、协调保护区生态保护与社区发展、提高保护区管理效率具有重要意义。从社区共管概念、社区共管模式、实施路径与具体思路、关键问题与改革建议4个方面对我国国家公园社区共管研究现状进行了梳理,结果发现:社区共管在我国已实行了20多年,但进展缓慢,研究方法多以案例研究为主,系统的理论研究十分薄弱;研究内容侧重于现状-对策型、案例型,而在内涵、体系建构、实现机制等方面缺乏深入探讨。基于此,提出了未来我国国家公园社区共管研究应重视社区共管理论体系构建;在现有社区参与方式的基础上,注重社区赋权;构建社区参与能力与程度评估指标体系,摆脱定性分析盲区。
The study of community co-management of national parks is of great significance for improving the livelihood of residents around national parks,coordinating the ecological protection and community development of national parks,and improving the efficiency of management of national parks.In this paper,the research status of community co-management in Chinese national parks was reviewed from four aspects:concept of community co-management,model of community co-management,implementation path and specific ideas as well as key problems and reform suggestions.The research findings were as follows:community co-management has been implemented for more than 20 years in China,but the progress is slow.The research method is mainly case study and the theoretical research of the system is weak;The content of the research focuses on the status quo-strategy type and case types,but the connotation,system construction,implementation mechanism and other aspects lack in-depth discussion.Therefore,in the future,the research of community co-management in Chinese national parks should attach importance to the construction of community co-management theory system.Based on existing approaches to community participation,attention on community empowerment should be paid to;The evaluation index system of community participation ability and degree should be constructed to get rid of the blind spot of qualitative analysis.
