摘要
作为移动互联网的代表产品Web2.0之后的下一代互联网,Web3.0是元宇宙的底层网络结构,对于元宇宙实现永续性、开放性、自治性等核心功能具有决定性作用,Web3.0对于人类的生产、分配、交换、消费等都将产生重要影响。Web3.0的核心理念在于用户掌握数据权利,从而真正实现将数据纳入生产要素的框架之中,这从根本上区别于Web2.0范式下互联网平台垄断用户数据的情况。Web3.0在数字钱包、分布式身份认证、聚合隐私计算、分布式自治组织(DAO)、分布式存储、去中心化交易、创作者经济、非同质化通证(NFT)、开放式金融(Defi)等领域正在快速落地,但也面临数据处理能力瓶颈突出、泡沫与机遇并存、短期内用户习惯难以适应等问题。中国应密切关注国际上Web3.0相关技术和应用的进展,对其潜在的风险予以防范,并积极制定面向下一代互联网的产业政策,推进Web3.0的应用层——元宇宙的发展,塑造健康有序的市场环境。
Internet platforms have played the basic role in the Web 2.0 era,and their main mode is to build an ecosystem based on their own ecosystems by relying on their rich flow,data and scenarios.Roblox,Meta,Nvidia,Google,Disney,Amazon,Tencent,ByteDance and Soul are all typical representatives of Web 2.0 platforms.As the underlying network structure of the metaverse,Web 3.0 plays the decisive role in realizing the characteristics of sustainability,openness and autonomy of the metaverse.At the same time,Web 3.0,as the next generation of Internet after Web 2.0 with mobile Internet as the representative product,will have important impact on human production,distribution,exchange and consumption.The core idea of Web 3.0 is to return the data rights to users,so as to truly integrate data into the framework of production factors,which is fundamentally different from Web 2.0 where the Internet platforms monopoly users'data.Web 3.0 has achieved rapid landing in the fields like digital wallet,distributed identity authentication,aggregated privacy computing,decentralized autonomous organization,distributed storage,decentralized transaction,creator economy,and non-fungible token.However,it also faces problems such as the bottleneck of data processing capability,the coexistence of bubbles and opportunities,and the difficulty in adapting users'habits in the short term.Opportunities and challenges coexist.This paper summarizes the emerging thing as Web 3.0 from the aspects of economic logic,organization mode,value carrier,national regulatory governance,and other dimensions,and gives a judgment standard on how to define Web 3.0.From the perspective of global Web 3.0 development and governance,the Democratic Party and the Republican Party have reached high consensus.They vigorously promote the development of Web 3.0 in the United States,return data rights to American users,and actively participate in the development of Web 3.0 international rules.Europe countries have also attached great importance to protecting users'data rights,and f
