摘要
水利是农业的命脉,是国民经济和社会发展的重要基础。结合云南省2022年开展的楚雄、大理、昭通等地水利支撑农业发展(决策咨询)现场调研成果,及查阅近年云南省水利建设有关统计资料,阐述了云南水利建设在支撑和保障农业发展方面发挥的重要作用,分析了云南水利发展存在的困难和问题,从加强协同合作、加大水利投入、加快灌区建设、深化投融资改革、推进机制建设、强化监督管理6个方面提出了对策和建议。
Water is the lifeblood of agriculture and essential for national economy and social development.Based on result of field investigation on water project construction to support agricultural development(decision-making consultation)in cities of Chuxiong,Dali and Zhaotong in Yunnan Province in 2022,and relevant statistics and data related to water project construction in recent years,discussions are made on its important roles,and challenges faced by water development in Yunnan Province.Measures and suggestions are made from six respects of strengthening cooperation,increasing investment,speeding up construction of irrigation districts,deepening reform of investment and financing system,promoting mechanism construction and strengthening supervision and management.
