摘要
政策工具是实现政策目标的手段,政策执行成效依赖于政策工具的恰当选择及运用。改革开放以来,我国乡村教师社会地位逐渐恢复,中央及地方政府先后出台多项政策以加强乡村教师队伍建设,提高乡村教师生活待遇。基于麦克唐纳尔和埃尔莫尔的政策工具分类,以政策工具和乡村教师生活待遇内容构建二维结构分析框架,阐释我国乡村教师生活待遇政策的选择偏好及其运用逻辑,分析其在提高乡村教师生活待遇中的重要作用及其运用中存在的现实阻碍,为我国乡村教师生活待遇政策工具优化提供策略建议。
Policy instruments are the means to achieve policy goals, and the effectiveness of policy implementation depends on the appropriate selection and application of policy instruments. Since the economic reform and opening up, the social status of rural teachers in China has been gradually restored, and the central and local governments have introduced a number of policies to strengthen the construction of rural teachers and improve their living treatment. Based on the classification of policy instruments by McDonnell and Elmore, this study constructs a two-dimensional structural analysis framework of policy instruments and rural teachers’ living treatment explains the selection preferences and application logic of rural teachers’ living treatment policies, analyzes their important role and shortcomings in improving rural teachers’ living treatment, and then provides strategic suggestions for the optimization of policy instruments of rural teachers’ living treatment in China.
