摘要
为推动江西省水利基础设施建设,优化水利基建投资方案,选取2009—2018年江西省水利基建投资数据,总结分析水利基建资金来源及主要投资方向,深入分析水利基建总投资与投资结构相关关系。结果表明:政府资金依然是江西省水利基建项目的主要资金来源,但地方政府资金占比显著增大,企业和私人投资及国内贷款的额度、占比呈上升趋势;当水利基建投资体量增大时,在满足防洪和供水需求之后,剩余的资金更倾向于投向灌溉工程和水保及生态工程。建议“十四五”期间,充分发挥政府投资撬动作用,大力吸引金融机构及社会资本投资水利基础设施建设,优先开展防洪工程、供水工程、灌溉工程和水保及生态工程建设。
In order to promote water conservancy infrastructure construction in Jiangxi Province and optimize the investment plan,this article selects the investment data of water conservancy infrastructure in Jiangxi Province from 2009 to 2018,summarizes the capital sources and main investment directions,and deeply analyzes the correlation between the total investment and the investment structure.The result shows that government funds are still the main source for water conservancy infrastructure construction projects in Jiangxi Province,but the proportion of local government funds has increased significantly,and the amount and proportion of corporate and private investment and domestic loans are on the rise.In addition,when the investment volume of water conservancy infrastructure increases and the demand for flood control and water supply are met,the remaining funds are more likely to be invested in irrigation projects,soil and water conservation projects and ecological projects.Therefore,the article suggests that during the 14thFive-Year Plan period,the government should give full play to its role in leveraging investment,vigorously attract financial institutions and social capital to invest in water conservancy infrastructure construction,and give priority to the construction of flood control projects,water supply projects,irrigation projects,soil and water conservation projects and ecological projects.
