摘要
中国共产党自成立之日起就承载着在中华大地上消除绝对贫困、实现人民幸福的使命任务。在扶贫实践中,中国共产党始终将目光聚焦农村、农民,历经“救济式—开发式—精准扶贫”等扶贫模式渐进发展,最终建构起以党的领导、政府主导、公众参与、多方支援为主要特征的扶贫路径。扶贫模式的沿革,是党基于扶贫思维变革、治理主体多元和脱贫路径拓新的三重逻辑展开的贫困治理路径的内生性演化。新时代新征程上,准确把握中国共产党扶贫模式沿革的内在价值与实践意蕴,不仅是全面推进乡村振兴,实现共同富裕的题中之义,也是系统推进中国式现代化的重要遵循。
Since its founding,the Communist Party of China has carried the mission of eliminating absolute poverty and realizing people's happiness in China.In the century-old practice of poverty alleviation,the Party has always focused on rural areas and farmers,experienced the gradual development of poverty alleviation modes such as"relief"--"development"--"targeted poverty alleviation",and finally constructed a poverty alleviation path mainly characterized by Party leadership,government leadership,public participation and multi-party support.The evolution of poverty alleviation mode is the endogenous evolution of poverty governance path based on the Party's triple logic of poverty alleviation thinking reform,pluralism of governance subject and expansion of poverty alleviation path.On the new journey of the new era,to accurately grasp the intrinsic value and practical implications of the evolution of the poverty alleviation model of the Communist Party of China is not only the meaning of comprehensively promoting rural revitalization and realizing common prosperity,but also an important follow to systematically promote the Chinese path to modernization.
