摘要
作为习近平外交思想在国际安全领域的理论创新和实际应用,全球安全倡议是日益走近世界舞台中央的新时代中国为国际社会应对不断泛化的全球安全问题与破解日益加剧的全球安全困境提供的中国方案。以“六个坚持”为科学内涵的全球安全倡议不仅是一个逻辑严密的理论体系,还集中体现着中华优秀传统文化的历史传承性、中国总体国家安全观的体系性和中国全球安全观的国际合作性等理论意蕴,更是就大变局时代世界各国急剧显现的安全问题予以直接回应,具有鲜明且重大的现实意义。在推动和落实全球安全倡议的进程中,中国需要严格遵循联合国宪章宗旨和原则、共同走实走深真正的多边主义集体安全路线,始终坚持独立自主的和平外交政策、弘扬和平共处五项原则,忠诚履行联合国安理会常任理事国的国际法义务、积极参与国际安全问题解决,全面融入地区安全机制建设、树立可预期且负责任的大国风范,推动全球治理体系变革,完善全球安全治理体系。
The Global Security Initiative(GSI)is a proposal China has made in the new era as it is increasingly taking center stage in the world.As a theoretical innovation and practical application of Xi Jinping Thought on Diplomacy in international security,the GSI is a Chinese solution for the international community to cope with the ever-expanding global security problems and solve the intensifying global security dilemma.Centering around the“six commitments,”the GSI is not only a logical theoretical system but also an embodiment of the great traditional Chinese culture,China’s holistic approach to national security,and the international cooperative aspect of China’s global security concept.It is also a direct response to the myriad of security issues countries in the world face amid changes unseen in a century,thus having significant practical significance.In promoting and implementing the GSI,China needs to stay true to the purposes and principles of the UN Charter,practice genuine multilateralism in the form of collective security,and always adhere to an independent foreign policy of peace,promoting the Five Principles of Peaceful Coexistence.It needs to faithfully fulfill its international legal obligations as a permanent member of the UN Security Council and actively participate in the settlement of international security issues.It needs to get fully involved in regional security mechanisms,live up to its role as a responsible and predictable great power,and seek to promote the reform of the global governance system and improve the global security governance system.
