摘要
党的十八大以来,以习近平同志为核心的党中央高度重视国家安全,强调要准确把握国家安全形势变化新特点新趋势,坚持总体国家安全观,走出一条中国特色国家安全道路。生物安全作为国家总体安全的重要组成部分,在全国抗击新冠肺炎疫情的背景下,把生物安全纳入国家安全体系,全面加强国家生物安全治理体系和治理能力建设,是以习近平同志为核心的党中央从战略和全局高度作出的一项重大制度安排。提高国家生物安全治理能力,应当坚持总体国家安全观,加强生物安全防控的社会治理体系和治理能力建设,提高生物安全治理能力,不断提升国门生物安全保障水平,在此基础上坚持以全球安全观推动公共卫生安全合作。
Since the 18th National Congress of the Communist Party of China(CPC),the CPC Central Committee with Xi Jinping as the core has attached great importance to national security,stressing the need to accurately grasp the new features and trends of the changing national security situation,adhering to the overall concept of national security,and to find a path of national security with Chinese characteristics.Biosafety as an important component of the national overall security,under the background of the national fight against COVID-19 outbreak,it is a major institutional arrangement made by the CPC Central Committee with Xi Jinping at its core from a strategic and overall perspective to integrate biosecurity into the national security system and comprehensively strengthen the national biosecurity governance system and governance capacity building.To improve national biosecurity governance capacity,we should adhere to the holistic view of national security,strengthening the social governance system and governance capacity building for biosecurity prevention and control,to improve the capacity for biosecurity governance,and to constantly improve the level of biosecurity security at the national level.On this basis,we should adhere to the global security concept to promote public health security cooperation.
