摘要
如何提升地方政府信任度,促进我国社会主义现代化的实现是当前我们需要迫切解决的问题。通过追溯政府信任的本质,发现国家合法性是形成政府信任的基础,在社会主义初级阶段,国家合法性越来越体现为国家社会性。通过总结归纳国内学界关于地方政府信任度提升影响因素的实证研究成果,发现地方政府在治理实践中对其社会性的损耗主要来源于民众的个人感知、地方政府自身和信任环境三个层面。正因为我国是人民当家作主的社会主义国家,从而国家就成为提升我国地方政府信任度一股积极的现实力量。因此,提升我国地方政府信任度需要始终坚持中国共产党的领导、构建大众化话语体系、增强社会民众对意识形态的理解和认同,建设法治政府、推动政府治理日益法治化,要正确对待科学技术在地方政府信任建构中的双重作用。
How to enhance the trust in local governments and to promote the realization of socialist modernization is currently an urgent issue. A study of the essence of the trust in government shows that state legitimacy is the basis for it. In the primary stage of socialism, state legitimacy is increasingly reflected as the social nature of state. After a review of the empirical research results on the factors influencing the enhancement of local government trust in domestic academic circles, this paper finds that the reduction of the social nature of local governments in their governing practice mainly originates from the following three aspects: people’s personal perception, local government itself and the environment for trust. Just because China is a socialist country ruled by the people, the national state has thus become a positive force to enhance the trust in local governments. Therefore, the following five aspects are necessary to enhance the trust in local governments in China: the constant adherence to the leadership of the Chinese Communist Party, the construction of a popular discourse system, the promotion of people’s understanding and recognition of the socialist ideology, the construction of a law-ruling government and the promotion of the rule of law in government governance, and a correct recognition of the dual role of science and technology in the construction of trust in local governments.
