摘要
文化遗产的适度保护与转化创新是文化生产力和创新力的关键源头。基于85项与文化遗产保护与创新相关的政策研究分析显示,我国文化遗产保护与创新工作先后经历了摸索式保护、生产性转化和可持续发展3个阶段,总体呈现了从“以保护促保护”向“以创新促保护”转变的发展模式。量化评价表明我国文化遗产保护与创新政策总体质量良好,但存在部门协同治理相对不足、政策受体范围局限、单一政策工具组合使用较为集中和政策激励机制不完善的问题,据此提出健全多部门协同联动机制、调整社区和企业作为政策受体的范围、优化政策工具的使用配比、增加政策的监管作用,以及完善政策激励机制中知识产权保护和税收优惠作用等政策建议。
Appropriate protection and rational utilization of cultural heritages is the key source of cultural productivity and innovation.Based on the analysis of 85 policies related to the protection and innovation of cultural heritages,this paper reveals the three stages of the protection and innovation of cultural heritages in China,that is,tentative protection,productive transformation and sustainable development,which generally presents a development mode from“promoting protection through protection”to“promoting protection through innovation”.This quantitative evaluation shows that the overall quality of these policies is good,but there are such problems as the relative lack of departmental collaborative governance,the limited range of policy receptors,the concentrated use of single policy tools and the imperfect incentive mechanism.Based on this,this paper puts forward such policy suggestions as improving the multi-sector collaborative mechanism,adjusting the scope of the community and the enterprise as policy receptors,optimizing the proportion of policy tools,enhancing the regulatory role of policies,and improving the role of intellectual property protection and tax incentives in the policy-based incentive mechanism.
