摘要
人本理念揭露历史地段更新改造中土地-产权、公共-私人、更新-保护、搬迁-留下等多组冲突集合,暴露出以往城市更新政策与经验的局限,新路径亟需探索。基于南京市“小西湖”历史风貌区更新的实证研究,发现新理念下历史地段更新需同时具备民生改善、历史保护和自主更新的三重使命。在项目实施中,政府、产权人、项目方和社会各界形成往复博弈的集体行动,取代了“增长导向”下规避博弈的机会主义运动;构建搬迁、利益引导与自主更新“小利益群体”和物质与非物质组成的“选择性激励”,渐进地化解各类冲突,推动更新政策创新与各类项目落地,形成有章可循的历史地段自主更新路径选择,并突出新路径中探索经营性空间长效运营与统筹分配的策略重点。
The people-oriented concept reveals multiple sets of conflicts,such as land-property rights,public-private,regeneration-protection,and relocation-stay,in the regeneration of historic areas.It also exposes the limitations of previous urban regeneration policies and experiences,and the urgency of exploring new approaches.Based on the empirical study on the regeneration of "Xiaoxihu" historic area in Nanjing,it is found that the regeneration of historic area under the new concept needs to accomplish three missions,i.e.,improving people’s livelihood,conserving history,and incubating autonomous regeneration.In the project implementation,the government,property owners,developers,and all sectors of society form collective actions of reciprocating game,replacing the opportunistic movement of avoiding game guided by the principle of "priority to growth".By building "small groups of stakeholders" for relocation,reconstruction and autonomous regeneration and providing material and non-material "selective incentives",it gradually dissolves all kinds of conflicts,promoting the innovation of regeneration policy,and implementing various related projects.Consequently,it sucessfully forms a rules-based regeneration approach for historic areas,with the highlights being put on the new path to explore longterm operation and redistribution of regenerated space.
