摘要市域社会治理的运行需要一套既能在科层体系中促进各行政层级之间的联动与协同,又能在空间地域内推动不同区域之间融合发展的机制和制度安排。关键在于充分运用马克思主义的“总体性”思维方法,进行整体性、系统性、关联性以及主体性的分析。总体性视角重塑了市域社会治理在实现社会有序共同发展的重要性作用。市域社会治理的总体性主要体现在系统分层、整体目标、主体要素以及关联机制等方面。行政层级与空间地域是市域社会治理的两大分层要素。市域社会治理就是以市域内的市级层级和城市地域为主导,通过一定的关联机制来实现“善治”。一方面,通过层级各要素的主体吸纳、行动吸纳以及决策吸纳,实现“政府-社会-民众”共治共建共商;另一方面,通过空间各要素的知识扩散、政策扩散以及技术扩散,实现“城市-城镇-农村”共享共融共促。以总体性视角来探讨市域社会治理的内在机理,为市域社会治理整体目标的实现提供了有益路径。 The operation of municipal social governance requires a set of mechanisms and institutional arrangements that can not only promote the linkage and collaboration between basic administrative levels in the administrative system,but also promote the integrated development between different special regions.The key is to make full use of Marxism conceptual“totality”,so as to carry on the analysis of integrity,systematicness,relevance and subjectivity.The“totality”perspective redefines the importance of municipal social governance in realizing the orderly and common development of the society.The integrated municipal social governance is mainly reflected in the aspects of system stratification,overall goal,main elements and correlation mechanism.Administrative level and spatial region are the two main elements formunicipal social governance.The municipalsocial governance is to take the level of the cities and the city regions as the lead,and to achieve“good governance”through a certain correlation mechanism.On the one hand,through the subject absorption,action absorption and decision absorption of various elements at different levels,the co-governance,co-construction and co-construction among the governments,the society and the peopleare realized.On the other hand,through the diffusion of knowledge,policies and technologies of various spatial elements,the sharing,integration and promotion among the cities,towns and countryside can be realized.This paper discusses the internal mechanism of municipal social governance from the perspective of“totality”,which provides a suitable path for the realization of the overall goal of municipal social governance.
