推进“一带一路”背景下海外水电联网项目成本与效益研究 被引量:1

Study on the Cost and Benefit of Overseas Hydropower Interconnection Projects under the Background of Promoting the "the Belt and Road" Initiative

摘要 中国水电技术及相关理论研究在全球处于领先地位,在“碳中和”及“一带一路”背景下水电联网项目成为海外能源市场投资的优先选择。为降低投资风险,研究考虑接网成本分摊与东道国上网电价机制,基于全生命周期成本理论(LCC)分析海外水电联网项目的成本构成与收入构成,提出成本—效益测算模型;最后,以巴基斯坦某水电站项目进行实例分析。研究表明:水电联网项目的前期准备阶段与设计建造阶段应当作为投资关键管控阶段;东道国的上网电价扶持政策在一定程度上保障了投资者的利益。因此,海外水电联网项目在选取投资区域时,应当重点关注东道国的接网成本分摊方式、上网电价机制等能源优惠政策,利用该框架可降低海外水电联网项目投资风险。 China is a global leader in hydropower technology and related theoretical research, and hydropower interconnection projects have become a priority choice for investment in overseas energy markets in the context of "carbon neutrality" and "one belt, one road". In order to reduce investment risks, the study analyzes the cost and revenue components of overseas hydropower interconnection projects based on the life cycle cost(LCC), and proposes a cost-benefit calculation model, taking into account the cost sharing of grid connection and the feed-in tariff mechanism of the host country. The study shows that the preliminary preparation stage and design-build stage of a hydropower interconnection project should be regarded as the key control stage of investment;the feed-in tariff support policy of the host country protects the interests of investors to a certain extent. Therefore, when selecting investment regions for overseas hydropower interconnection projects,the focus should be on the host country’s grid connection cost sharing method, feed-in tariff mechanism and other energy preferential policies,and the use of this framework can reduce the investment risk of overseas hydropower interconnection projects.
