摘要
中国式高等教育治理体系现代化是中国式现代化的重要支撑力量,是中国式国家治理体系现代化的内在要求,在高等教育高质量、均衡式、内涵式发展等方面具有多重意蕴。中国式高等教育治理体系是由治理价值体系、制度体系、组织体系和方法体系组成的有机系统。中国式高等教育治理体系现代化建设需扎根于“中国语境”:“不忘本来”继承传统优秀治理智慧,“立足当代”扎根世情国情教情,“审视现在”透析治理体系实践困境。在实践中,坚持正确的政治导向,以人民为中心的治理价值体系为指引,以科学完备的治理制度体系为保障,以多元协同的治理组织体系为支撑,以“三治结合”的治理方法体系为手段,推进中国式高等教育治理体系现代化。
The modernization of the Chinese-style higher education governance system is the internal requirement of the modernization of the Chinese-style national governance system.It has multiple implications in the aspects of high quality, balanced and connotative development of higher education.The higher education governance system is an organic system composed of a governance value system, institution system, organization system and method system.The Chinese-style modernization of higher education governance needs to be rooted in the “Actual context”:“not forgetting the original”,which means inheriting Chinese traditional excellent governance wisdom;“based on the contemporary”,which means rooting in the world, national and educational conditions;“looking at the present” which means analyzing the practical dilemma of the higher education governance system.In practice, promoting the modernization of the governance system of higher education should adhere to the correct political orientation, take the people-centered governance value system as a guide, the scientific and complete governance system as a guarantee, the diversified and coordinated governance organization system as support, and the “combination of three governance” as means.
