中国水污染治理的政策效果评估——来自水生态文明城市建设试点的证据 被引量:15

Evaluating the Effect of Water Pollution Governance Policy in China:Evidence from the Water Ecological Civilization City Construction Pilot

摘要 水生态文明城市建设是促进生态文明建设、实现美丽中国愿景的重要举措,是推动城市高质量发展的必要保障,但鲜有文献对其具体实施效果予以关注。将2004—2018年国家主要流域水质监测站点的周观测数据和水生态文明建设试点城市数据相匹配,采用双重差分法考察水生态文明城市建设对水环境质量的影响及其作用机制,借此对中国水污染治理的政策效果进行评估。研究发现,水生态文明城市建设显著改善了以化学需氧量和氨氮为主要表征的水环境质量,基于多种方法和策略开展的稳健性检验结果表明这一结论是可靠的。异质性分析表明,水生态文明城市建设的水污染治理效应在经济发展水平较高、城镇化水平较高、水资源禀赋较低的城市中表现得更为明显。机制检验结果显示,水生态文明城市建设主要通过绿色技术创新效应、产业结构升级效应、环境治理投资效应和公众环境关注度效应四个作用渠道改善水环境质量。 The construction of water ecological civilization cities is an important measure to promote the construction of ecological civilization and realize the vision of a beautiful China. Also, it is a necessary guarantee for promoting city high quality development. However, there are few literatures to pay attention to its specific implementation effect. This paper matches the weekly observation data of water quality monitoring stations in major national basins with the data of water ecological civilization construction pilot city from 2004 to 2018, and uses a difference-in-differences model to investigate the impact of water ecological civilization city construction on water environment quality and its influential mechanisms, to evaluate the water pollution control effects in China. The results show that the construction of water ecological civilization cities significantly improves the water environmental quality represented by chemical oxygen demand and ammonia nitrogen. The robustness checks based on several methods and strategies indicate that the baseline conclusion is reliable. The heterogeneity analysis demonstrates that the water pollution governance effect of water ecological civil ization city construction is more evident in cities with high economic development level, high urbanization level, and low water resource endowment.Furthermore, mechanism test results suggest that the construction of water ecological civilization cities improves the water environment quality via four channels: green technological innovation, industrial structure upgrading, environmental governance investment, and public environmental concern effects.
