摘要
基于2010—2020年长江经济带11个省市的面板数据,运用超效率SBM模型对工业水污染治理效率进行测算,并选取空间杜宾模型对不同类型环境规制的异质型影响进行实证分析。研究结果表明:长江经济带工业水污染治理效率整体呈波动上升趋势,上中下游差异较为显著;长江经济带工业水污染治理效率存在负向的空间溢出效应;命令控制型环境规制和市场激励型环境规制在促进本地区工业水污染治理效率提高的同时会对邻近地区产生正向的空间溢出效应;公众参与型环境规制的影响不显著。
Based on the panel data of 11 provinces in the Yangtze River Economic Belt from 2010 to 2020,the Super-SBM model is used to measure the efficiency of industrial water pollution control,and select the spatial Durbin model for empirical analysis of the heterogeneous impacts of different types of environmental regulation tools.The results show that the overall efficiency of industrial water pollution control in the Yangtze River Economic Belt fluctuates and increases,with significant differences in the upper,middle and lower reaches.There is a negative spatial spillover effect on the efficiency of industrial water pollution control in the Yangtze River Economic Belt.Command-control environmental regulation and market-incentive environmental regulation promote the improvement of industrial water pollution treatment efficiency in the local area,but also have a positive spatial spillover effect on neighboring areas.The impact of public participation environmental regulation is not significant.
