摘要
高专利技术丰富多元、价值巨大,但专利是否具备许可/转让价值、市场价格是多少成为企业与高校开展专利交易面临的关键问题。文章以“评估什么价值”为问题导向,构建高校专利价值评估模型。首先选取13个高校专利价值评估指标;接着采用熵权TOPSIS模型的人工识别和梯度提升树的机器识别相结合的方法,识别高校专利的许可/转让价值和失效风险;最后将高校专利综合价值度和专利诉讼判赔额度进行曲线拟合,形成专利价格预估计算公式,对高校存在许可/转让价值的专利进行市场价格预估。文章以特定高校为例,进行专利价值识别和价格预估,对评估模型的有效性进行验证,为提升校企专利交易效率提供了实践路径和方案参考。
Universities are the frontiers of scientific and technological innovation,possessing rich,diversified,and valuable patents.However,“Whether patents have licensing/transfer value”and“What’s the market price”have become the key issues faced by enterprises and universities in conducting patent transactions.Based on the question of“What value to evaluate”,this paper constructs a patent value evaluation model in universities.Firstly,13 patent value evaluation indexes of the university were selected.Secondly the entropy weight TOPSIS model and the Gradient-boosted Tree algorithm were used to identify the patents with license/transfer value and invalidation risk.Finally,the patent comprehensive value degree of universities and the amount of patent litigation compensation were fitted to the curve,and the formula of patent price estimation was formed,and the market price of patents with license/transfer value in universities was estimated.Taking Qingdao University as an example,patent value identification and price estimation were carried out,and the effectiveness of the evaluation model was verified,which provides a practical path and scheme reference for improving the efficiency of the university-industry patent transaction.
