摘要
科技竞争力是国家竞争力的重要组成部分,进行科技竞争力评价是提高科技竞争力的有效途径。选取反映高校竞争力资源和竞争力过程的评价指标,通用熵权法客观确定指标权重,然后利用加权TOPSIS方法测度和综合评价各省市高校科技竞争力,并构建评价模型。结果显示:熵权TOPSIS模型可以用于多指标的高校科技竞争力评价。我国各省市高校科技竞争力差异突出,地区高校科技发展呈现显著不平衡。东部地区的高校科技竞争力显著高于中部和西部地区,西部地区高校科技竞争力最低。全国高校科技竞争力普遍偏低。在此基础上,提出提高地区高校科技竞争力的政策建议。
Science and technology competitiveness is an important part of a country's competitiveness, evaluating science and technology competitiveness is an effective way to improve the competitiveness of colleges and universities. This paper selected several evaluation inde- xes, determined the index weight by entropy, used the method of weighted TOPSIS to measure and evaluate the science and technology competitiveness of colleges and universities comprehensively, and then built an evaluation model. The results showed that: The model of entropy weighted TOPSIS can be used for multi-indicator evaluation of university's science and technology competitiveness; the differ- ences of science and technology competitiveness of regional colleges and universities are salient, and the technological development of re- gional universities presents a significant imbalance: the universities" science and technology competitiveness of eastern region is significant- ly higher than the central and western region, westem region is the lowest, and universities nationwide are generally low. Finally, the poli- cies and recommendations to improve the regional universities" science and technology competitiveness were proposed.
